Feature Classification

For U.S. orders, Shopify now uses the fulfillment location selected by the order routing rules for each order as the tax origin.

For pickup orders, the pickup location is used instead. Shopify also records in the order details which shipping location was used to calculate taxes.

This is relevant because US sales tax does not always depend solely on the delivery address. Depending on the state, the shipping origin or a combination of origin and destination may also play a role.

The update therefore does not change U.S. tax laws. Rather, Shopify is improving the data foundation to which the existing tax logic is applied.

What the feature is and what it isn't

Shopify connects tax calculation with order routing

Order routing determines which location should fulfill an order.

For example, a shop could operate three warehouses

  • New York
  • Florida
  • Texas

When a customer orders a product, Shopify checks the available locations and applies the configured routing rules one by one.

The standard strategy first tries to avoid split fulfillments, then to stay within the target market, and finally to select the nearest possible location.

The location selected for the order by this logic is now also used as the shipping origin for U.S. tax calculations.

No new tax system

The update does not introduce a new U.S. tax type.

It doesn't change automatically either

  • the tax registration of a company
  • the nexus in a federal state
  • the tax classification of a product
  • the tax rules of a federal state
  • existing tax exemptions

Above all, it improves the association between a specific order and its actual shipping origin.

Not a substitute for a tax review

Having the correct fulfillment location is of little use if the shop's tax registrations are not up to date.

Businesses must determine which U.S. states require them to collect sales tax, register there if necessary, and then add those registrations to Shopify.

Shopify provides a section in the admin for taxes and customs duties.

A 3PL can have tax implications

Especially in the case of enterprise stores, orders are often not shipped from their own warehouses.

A third-party logistics provider can distribute goods across multiple fulfillment centers. Shopify notes that such fulfillment locations may constitute a physical presence and could therefore have tax implications.

A new U.S. warehouse is therefore more than just an operational change.

It may also be an opportunity to have the tax situation reviewed again.

Inventory data affects routing

Order Routing can only make decisions based on the information available to Shopify.

If inventory levels are inaccurate, locations are misconfigured, or products are not correctly assigned to the appropriate warehouses, the routing decision may also differ from the actual fulfillment process.

For larger stores, inventory, location data, and tax logic should therefore be included in the same testing process.

How to verify the change in the Shopify admin

Check all fulfillment locations

First, open the location management section and review all active U.S. locations.

Particularly relevant are

  • Warehouse
  • Retail Stores
  • own fulfillment centers
  • connected 3PL locations
  • temporary or seasonal locations

For each location, verify the actual address and whether orders are still being fulfilled from there.

Check Order Routing

Then check the routing strategy used.

By default, Shopify uses rules that minimize split fulfillments, keep fulfillment within the destination market whenever possible, and prioritize nearby locations. These rules can be customized and, for more advanced setups, supplemented using location metafields.

The crucial question is

Which location would Shopify actually select for a typical order?

Reconcile U.S. tax registrations

Open the Taxes and Customs Duties section and review the U.S. tax registrations on file.

Compare this information with the states in which the company is actually registered for tax purposes.

New warehouses and 3PL locations should be given particular consideration.

Test typical orders

A multi-location shop should not conduct just a single test.

For example, try

  • Customer and warehouse in the same state
  • Customer and warehouse in different states
  • Product available at only one location
  • Product available at multiple locations
  • Order with multiple products
  • local pickup
  • Order with an alternative routing result

Then check the order and the shipping origin documented there.

Compare the result with the routing decision

For example, if Shopify selects Texas as the fulfillment location, that location should also appear as the shipping origin in the corresponding order context.

If the location actually used later regularly differs from the original routing decision, the entire process should be reviewed.

Typical practical applications

D2C shop with multiple US warehouses

An international fashion retailer operates warehouses in New York and Texas.

A customer from New York orders a product that is available at both locations. Shopify routes the order to the warehouse in New York.

Another order from New York, however, includes a variant that is only available in Texas. Shopify therefore selects Texas.

With the new behavior, tax calculation can use the actual fulfillment location selected in each case as the origin.

For the company, this means that tax calculation and operational routing logic should no longer be considered separately.

Enterprise store with a 3PL network

A merchant uses several third-party fulfillment centers.

Order routing determines which center will handle the order based on inventory, location, and internal priorities.

If the company changes the routing rule, this may affect not only the delivery time but also the shipping cost.

In certain tax situations, the shipping origin relevant to the calculation may also change.

A routing change should therefore not be treated solely as a logistics project.

Retail and local pickup

For local pickup, Shopify uses the pickup location to calculate taxes.

A merchant with stores in multiple states should therefore verify that the addresses of its pickup locations are entered correctly.

Especially with a larger POS structure, an incorrect store address can have consequences beyond simply displaying the location.

B2B with multiple distribution centers

For B2B orders, order values can be significantly higher than for typical D2C shopping carts.

As a result, an error of just a few percentage points can quickly amount to a significant sum.

For Shopify Plus setups with B2B, multiple U.S. warehouses, and custom fulfillment rules, typical B2B shopping carts should therefore be tested separately.

A merchant with a single warehouse may barely notice any change in day-to-day operations.

When routing results change frequently

If the same products are shipped from different warehouses depending on stock availability, the shipping origin may change regularly.

It is precisely in setups like these that a static assumption about the control origin is particularly problematic.

For complex 3PL structures

A merchant can have a physical presence in a state even if they do not operate their own building there.

Shopify notes that third-party fulfillment centers may constitute a physical presence relevant for tax purposes.

For local pickup

Retail and omnichannel stores should also take the update into account, as the pickup location is used for local pickup orders.

Less relevant when shipping from a single location

Anyone who consistently ships all U.S. orders from the same warehouse does not have a changing fulfillment origin.

The update is therefore still technically relevant, but has significantly less impact on the practical process.

Mistakes to avoid

Confusing the general business address with the warehouse address

The company's address is not necessarily the actual shipping origin.

If goods are shipped from a separate warehouse, that warehouse should be set up as the correct Shopify location.

Changing routing rules without considering taxes

At first, a new routing rule may seem like nothing more than a logistics optimization.

For example, a company could prioritize a specific warehouse to reduce shipping costs.

However, if the shipping origin is relevant for tax purposes, the change may have additional implications.

Treat 3PL locations solely as a technical integration

A new fulfillment center can change more than just inventory and shipping.

Depending on the specific circumstances, this may also create a taxable presence.

Just test the checkout

The amount calculated at checkout is important. However, for Finance and Compliance, the location that is subsequently recorded in the order is also relevant.

Therefore, a test should be continued at least until the order has been created.

Treat all U.S. states equally

The USA does not have a single, straightforward sales tax rule that applies to all states.

Shopify distinguishes between destination-based, origin-based, and hybrid rules, among others. There are also local variations.

A setup should therefore not be evaluated based on a single test state.

Confuse Nexus with tax calculation

The fact that Shopify can calculate a tax rate does not automatically mean that a business is liable for tax there.

Conversely, an existing tax obligation should not be assessed solely on the basis of technical shop settings.

In multi-location projects, routing and tax are often managed by different teams. Operations optimizes warehouse utilization and delivery times, while Finance manages the tax configuration. The risk arises when a routing change alters the shipping origin without this effect being visible outside the fulfillment team. A shared test matrix for business-critical routing changes has therefore proven effective. It documents the delivery address, shopping cart, expected fulfillment location, actual fulfillment location, and tax outcome together. New 3PL locations in particular should not be activated in production until the location data and tax implications have been reviewed.

In a multi-location setup, tax calculation can no longer be considered separately from fulfillment.

Headless does not change the tax logic

A Hydrogen, Next.js, or other headless storefront does not resolve the question of fulfillment origin outside of Shopify.

If the purchase is processed through Shopify Checkout, order routing and the downstream tax logic remain part of Shopify's infrastructure.

Headless teams should therefore take particular care to ensure that their own inventory displays or delivery information do not suggest a different shipping location from the one Shopify ultimately selects.

Existing data is becoming more important

If Shopify indicates that a location has inventory even though the item is not physically available, this may result in a different routing decision.

This makes seamless inventory synchronization between the ERP, WMS, 3PL, and Shopify even more important.

This affects not only availability and shipping time, but can now also influence the origin used for tax calculation.

Location metafields need governance

Shopify allows locations to be prioritized based on location metafields.

For example, a company could use a field for warehouse capacity or fulfillment speed.

When such data is automatically updated from a WMS or ERP system, it can indirectly affect which warehouse fulfills an order.

Therefore, it should be documented which systems are permitted to modify routing-relevant values.

Order data makes traceability easier

Shopify now records the shipping location used for tax calculation in the order data.

This is particularly helpful for reporting and subsequent audits.

If a tax calculation seems unusual, this makes it easier to determine which location Shopify used as the origin.
